AWS Artifact enhances agreements with improved access control and tracking

AWS Artifact has introduced new enhancements for managing and tracking agreements:
- Fine-grained IAM access control for agreements at the Action and Resource level
- Two new managed policies: "AWSArtifactAgreementsReadOnlyAccess" and "AWSArtifactAgreementsFullAccess"
- CloudTrail logging implemented for agreement activities
- New "listCustomerAgreements" API for tracking active customer agreements across AWS accounts
- Available in all AWS commercial regions
These updates provide improved access management, tracking, and automation for AWS Artifact agreements, making it easier for organizations to manage compliance requirements.
