Decoding DoD cybersecurity: CMMC, DFARS, and FedRAMP Equivalence demystified

Public Sector Blog

This article clarifies the interconnected DoD cybersecurity frameworks—DFARS 252.204-7012, CMMC 2.0, and FedRAMP Equivalence—that defense contractors must navigate for compliance.

  • DFARS 252.204-7012 (effective since 2017) requires implementation of 110 NIST SP 800-171 controls and 72-hour incident reporting to DC3 for all contractors handling covered defense information.
  • CMMC 2.0 adds verification mechanisms: Level 1 for FCI, Level 2 for CUI (110 controls via self-assessment or C3PAO certification), and Level 3 for critical programs (adds 24 controls from NIST SP 800-172).
  • Phase II of CMMC was suspended in July 2026 pending DoW review; Level 1 and Level 2 self-assessments remain in effect with formal attestation requirements.
  • FedRAMP Moderate Equivalence requires 100% compliance with all 323 NIST SP 800-53 controls with zero gaps for any external cloud service provider handling CUI.
  • Every SaaS application in a CUI environment must be FedRAMP Moderate authorized or equivalent; commercial versions of productivity tools typically lack this authorization.
  • Contractors bear accountability for validating CSP compliance and reporting any compromises; AWS GovCloud (US) provides FedRAMP High authorized infrastructure.

Understanding how DFARS 7012, CMMC 2.0, and FedRAMP Equivalence interact is essential for DIB organizations to build compliant and defensible security programs.
