Introducing scaling to 0 capacity with Amazon Aurora Serverless v2

Amazon Aurora Serverless v2 now supports scaling capacity down to 0 Aurora Capacity Units (ACUs), enabling cost optimization during periods of database inactivity.
- Allows database to automatically pause when no connections are active
- Can specify pause delay between 5 minutes and 24 hours
- No compute charges during pause, only storage costs
- Resuming a database can take up to 15 seconds
- Suitable for development/testing environments and applications tolerant of brief startup delays
This feature helps organizations reduce database costs by automatically scaling to zero during idle periods while maintaining the ability to quickly resume when needed.
