Implementing Proportional Reserved Instance and Savings Plans Chargeback with AWS Billing Conductor

Cloud Financial Management Blog

This article describes an automated pipeline for distributing Reserved Instance and Savings Plans discounts from centrally-purchased commitments to member accounts using AWS Billing Conductor.

  • Deploy a CloudFormation template that provisions Lambda functions, Athena queries, and EventBridge automation for monthly execution
  • Calculate per-account savings by querying CUR 2.0 data to identify RI and SP-discounted usage and compute the difference between on-demand and effective costs
  • Inject proportional discount credits as Custom Line Items into Billing Conductor billing groups, reducing pro forma bills accurately
  • Validate pipeline output in dry-run mode before enabling live credit creation and monthly automation
  • Achieve accurate, auditable chargeback with minimal operational overhead and cost (under USD 5/month)

Organizations can now fairly allocate centralized commitment savings across accounts, improving cost visibility and FinOps accountability without manual effort.
