Improving network observability with new AWS Outposts racks network metrics

AWS has introduced two new CloudWatch metrics for AWS Outposts racks to improve network observability:
- VifConnectionStatus - indicates VIF connection status (1 = connected, 0 = disconnected)
- VifBgpSessionState - provides detailed BGP session connectivity states
Key benefits of these metrics include:
- Faster identification of network connectivity issues
- Deeper insights into Outposts rack network connections
- Ability to configure CloudWatch alarms for proactive monitoring
- Helps troubleshoot network problems without external support
These metrics help users monitor the health and performance of network connections between Outposts Networking Devices (ONDs) and Customer Network Devices (CNDs).
