New EFA metrics for improved observability of AWS networking

AWS has introduced five new Elastic Fabric Adapter (EFA) metrics to improve network observability for AI/ML and High Performance Computing (HPC) workloads.
- New metrics track retransmitted packets, bytes, and network performance events
- Help diagnose network congestion and instance configuration issues
- Metrics stored as counters at the per-EFA device level
- Can be integrated with Prometheus and third-party tools like Grafana
- Available on Nitro v4 and later instances with EFA installer version 1.43.0+
These metrics are designed to help users monitor and troubleshoot network performance more effectively across various AWS regions.
