ARC Region switch adds four new capabilities

This article announces four new capabilities for Amazon Application Recovery Controller (ARC) Region switch, which orchestrates failover of multi-Region applications during Regional impairments.
- AWS Systems Manager Run Command execution block enables command invocation on managed instances during failover with plan validation
- Custom action Lambda execution block now supports payloads for Lambda function reusability across recovery plans
- Service quota parity checks verify quota limits between primary and standby Regions and auto-submit increase requests
- Wait for target group health feature verifies provisioned compute capacity is ready to serve traffic before failover completion
These enhancements reduce recovery risks by addressing common failure modes and improving failover orchestration reliability across all commercial and AWS GovCloud Regions.
